Purpose of the Position

The Supervisory Control and Data Acquisition (SCADA) Specialist is involved with designing, programming, commissioning industrial control systems ( PLCs/HMIs) and SCADA systems.

The SCADA Specialist will understand all aspects of the specifying and configuration of industrial control system networks, SCADA devices including RTUs, PLCs, HMIs, etc. The position requires a comprehension of industrial control system and SCADA security, enterprise systems for collection, distribution, and management of related data.

The Specialist will coordinate their design activities to maintain project schedules and ensure successful project completion and will assist in the preparation of estimates and project proposals.

Specific Accountabilities and Deliverables

  • Evaluates, designs, and supports the most highly technical and complex aspects of industrial controls and SCADA communications, infrastructures and related real time system, under minimal direction;
  • Design, oversees implementation of, and maintains highly advanced network strategies to meet a broad spectrum of business needs as they relate to industrial controls and SCADA networks;
  • Configures communications equipment including routers, switches, firewalls, IPS's and IP VPNs for connecting telemetry, SCADA and other industrial control devices/SCADA devices including RTUs, PLCs, HMIs, etc.;
  • Programs, tests, and commissions PLCs/HMIs;
  • Coordinates procurement, installation, configuration, and management;
  • Acts as team leader on projects and primary communications liaison with business engineering teams;
  • Ensures on time and on budget project delivery;
  • Prepares project specifications for material and equipment purchase and installation;
  • Delivers accurate and thorough designs that will meet industry standards and specifications, and meets good engineering practices with excellent constructability;
  • Reviews internal and external designs for code compliance, good design practice and constructability;
  • Resolves site queries, attends site meetings and performs site inspections during the construction phase of projects;
  • Maintains complete project documentation with respect to SCADA design and construction;
  • Provides support analysis, design, integration and implementation of real time applications and communication networks;
  • Evaluates project processes and progress, and develops recommendations;
  • Delivers completed projects/project components within pre-defined criteria, to the satisfaction of the customers;
  • Mentors, provides guidance and direction to less experiences staff;
  • Monitors area of responsibility for opportunities for improvement and innovation and works with Supervisor to proactively implement these; 
  • Promotes a safe work place; ensures that all established safety procedures are followed;
  • Fosters and maintains positive working relationships with the supervisor, staff and customers;
  • Carries out other duties essential to the position as directed by the supervisor;
  • National and international travel to site locations is required.

Education and Experience

  • A degree in Electrical Engineering or Computer Science; or a Technical Diploma in Instrumentation and Automation or Computer Science;
  • Minimum of 10 years of experience in SCADA engineering;
  • OR minimum of 10 years experience in data networking and SCADA communication systems;
  • Experience configuring and supporting industrial controls and SCADA devices on a data network, including HMIs, PLCs, RTU’s etc.;
  • Demonstrated design experience;
  • Experience managing projects an asset;
  • Valid BC Driver’s License;
  • Valid passport.

Knowledge Skills and Abilities

  • Thorough knowledge of industrial control security, and enterprise systems for collection, distribution, and management of related data;
  • Thorough knowledge of network topologies, SCADA network protocols, and database development;
  • Thorough knowledge of OPC, Profibus, Bacnet, Microsoft operating systems MS2003, 2008, ODBC databases, SQL;
  • Thorough knowledge of DCS/PLC, SCADA including HMI, RTUs and other Process Controls;
  • Thorough knowledge of Microsoft Office products;
  • Sound knowledge of Windows computer operating systems, SCADA systems and basic programming skills;
  • Sound knowledge of  the Canadian Electrical Code;
  • Working knowledge of AutoCAD;
  • Advanced written and verbal communication skills;
  • Advanced critical thinking, problem solving and decision-making skills;
  • Superior planning, organizing and project management skills;
  • Ability to develop and maintain relationships with co-workers and customers;
  • Ability to present complex ideas in a clear and concise manner;
  • Ability to organize work load, set priorities, and manage multiple concurrent projects and deadlines;
  • Ability to prepare and provide clear, concise and complete verbal and written (including reports, presentations and correspondence) information at a level appropriate to the audience
  • Strong client focus.
